Yes -- a single user can be granted access to any number of entities, with different roles per entity.
1. A user must be explicitly invited to each entity they need access to.
2. Switch to the target entity, go to Settings then Team Members, and click + Invite Member.

3. Assign the appropriate role for this entity. The user's entity switcher updates to include the newly added entity.
